Yes you can.
If you google: requirments to travel to australia you will be fine.
As a Perm. Resident this allows him to stay in the US not travel on it… But, the Australian Embassy would surly take that into consideration.

Yes you can definitely travel to AUS on a Lebanese passport. But you will have to go to AUS embassy in US and apply to get AUS visitor visa.

the list that you saw is most likely the passports eligible to apply for a visa online. all other passport holders must submit the application at the nearest australian embassy.
the embassy may refuse to give you a visa if you have the burgundy passport(the old red one).
