I honestly do not know where the cheapest is that has a low crime rate, but I would suggest looking into Mar Vista which is the community wedged in between Culver City and Marina Del Rey. I grew up there and crime has always been pretty low, although some areas don’t look too good. I do feel safe walking alone at night in any neighborhood west of Centinela, and a little iffy/cautious east of Centinela, especially around Culver/Centinela–wouldn’t go there at night alone.
However, it’s location is great since the beach, Santa Monica, LAX, Westwood, etc, etc, are all equal distance to Mar Vista. The main streets of Mar Vista are Centinela, Sawtelle, Lincoln, Culver, Venice, and Washington.
